X-FILES Case 1309b SOLVED:

1932 Nazca, Peru. 
Dr Pablo Sanchez confirms his mate Eddie got bored at work excavating gravel and decided to freak out "future archeologists and UFO nutters", by using his work's JCB to carve a picture of a "Space Monkey" in the desert.
